The support package, announced by Natural Resources Canada, focuses on areas such as the development of low-carbon wood technologies, expanding the use of mass timber, increasing value-added production, strengthening Indigenous participation in the sector and diversifying export markets.

The announced projects include initiatives in various fields such as wood pellets, bioenergy, biocarbon, mass timber, engineered wood products and bio-based materials. It was stated that the funding aims not only to protect Canada’s forest sector against current challenges, but also to move it toward a more innovative, low-carbon and competitive structure.

A Transformation Move for the Forest Sector

The funding announcement followed the work of the Canadian Forest Sector Transformation Task Force. Established in January 2026, the task force was assigned to develop practical recommendations for restructuring and modernizing Canada’s forest sector and increasing its long-term competitiveness.

The task force’s final report highlighted topics such as stabilizing the sector, increasing private investment, modernizing production facilities, expanding the use of wood in construction, growing value-added product manufacturing and diversifying export markets.

The Canadian government also announced a new action plan for the forest sector. The plan is based on four main priorities: competitive and predictable wood fiber supply, innovation and modernization investments, expansion of domestic and international market opportunities and support for workers and forest-dependent communities.

Pellet and Biomass Projects Stand Out

One of the projects receiving support will be carried out by the Wood Pellet Association of Canada. With CAD 473,871 in funding, the association will conduct a study aimed at preparing thermally treated pellets for export. Within the scope of the project, demand, sustainability requirements and technical compliance will be evaluated in priority markets such as the European Union and Japan. The study also aims to increase international recognition of sustainable Canadian biomass.

The Forest Enhancement Society of BC will receive CAD 37 million in support for a comprehensive project aimed at making more effective use of low-value and residual forest fibers. The project will support the collection, processing and delivery of forest fibers that remain in the forest, have low economic value or could otherwise be disposed of by burning, to facilities capable of converting them into value-added products.

These fibers are intended to be used in areas such as pulp, bioenergy, pellet production and secondary manufacturing. The project will also enable better logistics, handling and end-use models to be tested together with industry, local communities and Indigenous partners.

Biocarbon Opens a New Field for Industry

Biocarbon projects also stood out among the announced funding support. Innofibre, Centre d’innovation des produits cellulosiques, will receive CAD 266,900 in support to examine the potential use of wood-based biocarbon in the metallurgical industry. The project will evaluate the performance and risks of biocarbon technologies, as well as their integration potential into existing industrial processes.

Another notable project will be carried out by Xylo-carbone Inc. The company will receive CAD 4.5 million in support to adapt existing pyrolysis processes for the production of a new biocarbon composite that can be used in metallurgical applications. The project aims to contribute to the use of low-carbon alternatives derived from forest biomass instead of fossil coal, particularly in high-temperature industrial processes.

Export Markets to Be Diversified

Diversification of export markets also emerged as an important topic within the support program. The Quebec Wood Export Bureau will receive CAD 5.81 million in funding to strengthen access to new markets in sectors such as softwood lumber, hardwood, flooring, wood construction products and biomass energy.

Within the scope of the project, efforts will be carried out to reduce commercial, regulatory and environmental barriers in markets such as the United Kingdom, the European Union, Mexico, Japan, Korea, China, Southeast Asia, the Middle East and the Caribbean.

A New Era for Canada’s Forest Sector

Canada’s forest sector is going through a major transformation process due to rising tariff pressures, changing market demands, fiber supply issues and the impacts of climate change. The announced support package and action plan aim not only to preserve the sector’s structure based on traditional products, but also to help it transition toward a more resilient model built on advanced technology, low-carbon production, bio-based materials and new export markets.

Pellet, bioenergy and biocarbon projects in particular offer notable potential in terms of using forest residues more efficiently and reducing dependence on fossil resources. This approach also aligns with Canada’s goal of transforming its forest resources into higher value-added products.

The Canadian government has announced that approximately CAD 130 million in federal funding will be provided to 56 projects aimed at accelerating the transformation of the country’s forest sector.
